FBI director said there was not enough secret service at the Trump rally and they knew this because the parameter was not covered properly and furthermore Pennsylvania State police were told to stand down when shots were fired.

This was reported by one of the media who even stated that the protection of Donald Trump was faulted by errors and mistakes in handling the areas where the President was and all the building should of been secured by snipers on all of the roofs including those outside the parameter as well.
